Bug#631214: Should be ported to use PolicyKit

The current gksu integration is broken:
2.28.x aborts with an X Window System error
3.x will segfault (libgksu is a GTK2 lib)

gnome-system-monitor should use PolicyKit for proper integration into
the desktop environment.
In https://bugzilla.gnome.org/show_bug.cgi?id=491462 davidz suggested to
use pkexec to call the helper scripts.
