Bug#629990: Should depend on hicolor-icon-theme

Just wanted to follow up to the original report and explicitly note that
a recommendation would not suffice.  Packages depending on
gnome-icon-theme expect to get the icons currently found in
hicolor-icon-theme, and a recommendation would not guarantee that.
Icons do not represent an "optional" dependency; graphical applications
should not have broken icons due to a missing recommendation.  So,
either the dependency needs to return, or gnome-icon-theme needs to
start shipping equivalent icons itself.
