Bug#619634: gnome-control-center: error "Failed to contact the accounts service" when User Accounts is opened

When launching the User Accounts part of the Gnome Control Center the "Failed to contact the accounts service" 
"Please make sure that the AccountService is installed and enabled." message appears, then the control center closes.
