Ok, but "Turn off after" is right under the bold heading "Brightness".
"Turn off brightness" means "dim" to me, compared to "turn off screen",
which would mean "blank".

Is this just a missing feature or a policy-based decision?
It would be nice to have this at least mentioned in
gnome-power-manager's README.Debian, e.g.:
gnome-power-manager provides no user interface for changing
the screen dimming delay. You can change the value manually
using:
gsettings set org.gnome.settings-daemon.plugins.power idle-dim-time <seconds>

I personally changed it to 3 minutes, which still gets plenty of
battery saving but is quite unobtrusive already. I do not know how to
determine the best default but for me personally, 3 minutes work quite
better than 1 minute.
