About GObject introspection mini-policy

Hi, Sebastian, 

I'm packaging spice-gtk[1] with gobject introspection support, 
and have some question about package dependency.

In /usr/share/doc/gobject-introspection/policy.txt, section 3, 
it is said that:

    For example, a source package would generate libfoo2.0-0, libfoo2.0-dev
    and gir1.2-foo-2.0.
     - gir1.2-foo-2.0 Depends: libfoo2.0-0 through the ${gir:Depends}
     - libfoo2.0-dev Depends: gir1.2-foo-2.0 (= ${binary:Version})

But in section 6:

    libfoo-2.0-dev Depends: libfoo-2.0-3, libbar-3.0-dev
    gir1.2-foo-2.0 Depends: ${gir:Depends} which expands to:
    libfoo-2.0-3, gir1.2-bar-3.0

So I'm puzzled that should -dev package depends on gir1.2- packags ?
