Gnome metapackage doesn't install Orca

Indeed, gnome-accessibility is just a recommendation of the
gnome-desktop-environment package (installed during debian-installer if
the graphical desktop is selected).  Perhaps we should actually make it
a recommendation of the gnome package too.  That has to be discussed
with gnome maintainers, Cc-ed.

The gnome-accessibility package is supposed to pull everything that is
needed.  This is not yet the case with the 3.4 version yet; fixes will
be uploaded.
