This is a java script error messsage. Are you running gnome-shell or the
fallback mode?

I did find gnome-network-panel.desktop in
/usr/share/gnome-shell/js/ui/status/network.js.
This file is shipped by gnome-control-center

$ apt-file search gnome-network-panel.desktop
gnome-control-center: /usr/share/applications/gnome-network-panel.desktop

And gnome-shell has a recommend on gnome-control-center.

So, this all looks ok to me and I don't see a bug in the Debian packages.
