Does it work properly if you install gnome-themes-standard and you set
Adwaita as default theme.
If you don't want to run gnome-settings-daemon, you can use a file like
# /etc/gtk-3.0/settings.ini
[Settings]
gtk-theme-name = Adwaita
gtk-icon-theme-name = gnome
gtk-cursor-theme-name = Adwaita
I vaguely remember that gnome-panel has rendering issues with the
fallback theme Raleigh.
