Does Gnome actually depend on network-manager-gnome?

From a user/sysadmin perspective gnome-core should not depend on network-manager-gnome. I'm hoping that that sounds okay from the developer perspective too.
At the moment, there is no out-of-the-box way to install but disable network-manager. Network Manager has various weird bugs that I do not care to deal with but unfortunately network-manager is required by network-manager-gnome which is required by gnome-core.
Here is a bug I ran into recently. Paul Simerda commented in this bug that gnome should not required network-manager.

Ideally, I'd like to be able to uninstall network-manager and keep gnome installed. Is there a way we can do this?
