Yes.  It was fixed upstream, cf. 
http://git.gnome.org/browse/ekiga/commit/?h=gnome-2-26&id=1b5802da.

But it was fixed in 3.2.6, are you sure you use 3.2.7??  Do the other 
wav files play well in ekiga?
