Bug#660327: libproxy-tools: missing manual page and documentation on how to use the proxy program

I'm unable to find documentation on how the proxy program work.  There
is no manual page, --help do not give any clues and the package have no
documentation included explaining the program.  Please provide manual
page and sensible output when running 'proxy --help'.
