I had the same problem, thought it was a glitch just on my system.

Disabling it does indeed not work if it's set to it's default value. But
it does work if you first reassign it to something else.

The gconf key for this one
is /apps/metacity/global_keybindings/switch_group and the default
binding is <Alt>Above_Tab 

Unless this is an obvious problem I guess this will be resolved when
Mutter does the move to GSettings/dconf.
