Bug#621024: Announce of the upcoming NMU for the gnome-speech package

It seems that there are troubles building the package as is now:

 fakeroot debian/rules clean
/usr/share/cdbs/1/rules/simple-patchsys.mk:31: WARNING:  simple-patchsys.mk is deprecated - please use source format 3.0 (quilt) instead
debian/rules:9: /usr/share/gnome-pkg-tools/1/rules/uploaders.mk: No such file or directory
make: *** No rule to make target `/usr/share/gnome-pkg-tools/1/rules/uploaders.mk'.  Stop.
dpkg-buildpackage: error: fakeroot debian/rules clean gave error exit status 2


It is likely that a switch to source v3 (quilt) would solve this but
as this is a more invasive packaging change, I prefer interacting with
maintainers first.
