Hello,
the User Accounts panel in gnome-control-center has no ability to encrypt the
user's home directory when creating a new user account. Thsi feature was found
in the users-admin utility, and since gnome-control-center is now the preferred
way to manage user accounts in GNOME 3, it should be able to encrypt the new
user's home dir using ecryptfs-utils.
