This has apparently been reported and tentatively fixed upstream, bug
report and patch:

With this patch gnome-shell expects the NM plugins to specify the full
path in auth-dialog.  If that's the right way to go, now each VPN
plugin needs to fix their config files, and possibly nm-applet to work
with that change to auth-dialog.  Clone and assign to each VPN package
+ nm-gnome?
