I don't think gnome-settings-daemon is involved here. I would report it as a
bug against gnome-orca in the first instance.

I don't think this qualifies as "important", which is defined as:
"a bug which has a major effect on the usability of a package, without
rendering it completely unusable to everyone."

It only causes Orca commands not to work when Orca is started in a particular
way. If Orca is run as a startup application from the desktop, the bug does
not occur as I have verified.
