Bug#679682: lightsoff: Link to bug report in help document does not work

To reproduce:
start lightsoff (e.g. LC_ALL=C lightsoff, problem also in German locale present)
select lightsoff -> help
click on "authors" in manual
click on "document"
Then the following appears:
Document Not Found
The URI ‘ghelp:user-guide?feedback-bugs#feedback-bugs’ does not point
to a valid page.
Search for packages containing this document.
If I click on "Search for packages containing this document."
a message box appears:
"You do not have PackageKit. Package install links require
PackageKit."
This window I can only close.
(The message is strange, because I wanted to search for documentation,
but not install packages, this is what "apt-get" and friends are for)
