In the sound settings, the volume normally updates continuously while
dragging the volume bar, which makes it easier to evaluate volume
levels. However, after dragging the volume all the way to 0 (which
causes the "mute" checkbox to become checked), dragging the volume back
up to a non-zero value leaves the "mute" checkbox checked, and sound
does not return until dragging stops.
