$ aptitude why libpulse-dev
i   libsmpeg-dev  Depends libsdl1.2-dev (>= 1.2.2-3.3)
i A libsdl1.2-dev Depends libpulse-dev

Its being installed as part of libsdl1.2-dev and I need it. I
routinely compile foss games which are not in Debian, as of yet. See
[1] [2] for examples.

If it comes via the debian-experimental then would be good, other than
that I would just install this one.
