Actually, I was wrong about this.
I had metacity-common installed, so the fallback theme was provided by
metacity-common. I removed this package and tried again, and then
gnome-shell indeed failed to start, with the following error message:

So, the preferred theme is Adwaita, and then libmutter tries a list of
fallback themes.
I did the same test for mutter, with basically the same result.
metacity itself also prefers the Adwaita theme, and tries to load it
first. As it ships a couple of own themes though in metacity-common and
metacity depends on that package, it will not fail to start.
I thus plan to do the following:
1/ Bump the existing Recommends: gnome-themes-standard to Depends in
gnome-shell
2/ Add a Depends: gnome-themes-standard to mutter
3/ Add a Recommends: gnome-themes-standard to metacity.
