Bug#692826: terminals cannot display indic characters when default locale is set to none/C

gnome-terminal and konsole cannot display indic characters (possibly
no UTF-8 characters) when default locale is set to none
(dpkg-reconfigure locale). Even though applications like gedit can
display any language. All it get is question marks when try to type
any character.
