Blank line bug (aka #684503) and its consequences

Dear GNOME package maintainers,

In #684503 [1] I had reported the spurious blank line in gnome-pkg-tools'
control.header file. As there might have been some concern as to whether this
indeed is a policy violation, I initiated some further discussion on d-devel
[2].

As I had promised in that thread, I would eventually ask for further feedback
from the GNOME team: to fully solve this problem, a rebuild of 213
packages will be required. My main question is: is there any infrastructure used
by your team that could be used to automate such a process? The steps required
to fix the problem are:

1. Fix #684503 in gnome-pkg-tools and upload gnome-pkg-tools to unstable.
2. Rebuild all packages build-depending on gnome-pkg-tools and upload them.

If no such infrastructure exists, I'd simply ask for #684503 to be fixed (Ubuntu
has done so several weeks ago already) in gnome-pkg-tools. Then at least any
future uploads of build-depending packages will come with the bugfix.
