Indeed a clarification of policy is desirable, and I'm going to ask for it. I'm
for now just trying to figure out which technical options exist for all involved
parties. But it's still a bit discomforting that a single package interpreting
policy differently from all the other >17,000 packages requires other packages
(or policy) to change.

I don't know whether this means that no such infrastructure exists? But indeed
changing pbuilder is another possible way forward. Bug asking for clarification
of policy is filed: #694384.
