This is now being discussed in #694384. A proposal raised twice so far states
that ideally both pbuilder and gnome-pkg-tools are fixed. I have thus cloned
this bug for pbuilder people to work on it, but this still ask gnome-pkg-tools
to be fixed until policy explicitly permits such control files.
