Bug#704795: libpango1.0-0: i386 packages do not recognize new "all" arch package on multiarch, want older i386 specific package installed

Dear Maintainer,

A recent upgrade of Pango turned the libpango1.0-0 package into a transitional
package for all architectures, however on my amd64 arch system with i386 as a
foreign arch, i386 packages depending on libpango1.0-0 do not recognize the
newer all arch transitional package and try to pull in the older i386-specific
package instead, which causes conflicts and ultimately means those packages
cannot be installed.

I noticed this with the i386 arch versions of libgtk2.0-0 and other related
packages necessary to allow my 32-bit applications to be themed using GTK, and
have, for the time being, reinstalled those packages locally with the
libpango1.0-0 dependency removed.

I don't know if this is necessarily a bug with libpango1.0-0 or if it's a bug
pertaining to how multiarch works, so if this bug report is misdirected, please
direct it in the appropriate direction.

If you're aware of this issue and know how to fix it properly so i386 packages
will see the all arch transitional package properly, please inform me, the
workaround I have in place works but I would prefer a more permanent solution.
