Bug#706026: bump libgcr-3-1 dependency for gnome-shell

version: 3.8.1-2

trying to run gnome-shell --replace fails with unable to find
libgcr.so.1 after updating libgcr-3-1 it starts. please bump the
libgcr-3-1 dependency.
