It's a problem with evince-previewer which is registered as  the
handler for PDF files.

In 3.4.0-3.1 PgUp scrolls screenful by screenful to the top of the
current page and there stops - no ability to scroll to previous page.
In 3.10.0-1 it scrolls  to the top of the current page and then
immediately jumps to the top of previous page without ever showing
bottom of previous page. Broken either way.
