Bug#700195: Download folder changes automatically when Preferences opened

Hi,

When I open Web's Preferences window, if the previously selected
download folder contains a directory, the download folder is
automatically changed to that directory.  For example, if the download
folder is set to ~/Downloads and ~/Downloads/foo is a directory, when
the Preferences window is opened, the download folder is automatically
changed to foo.
