Bug#718263: Backtrace when adding printer with French locales

Hi,

When trying to add a new printer I get the following backtrace:

UnicodeDecodeError: 'ascii' codec can't decode byte 0xc3 in position 11: ordinal not in range(128)

This seems to be related to the French translation of "recommended" (using fr_BE.utf8 locales).

Changing the locales to "C" is preventing this backtrace
