Bug#703245: ekiga: Manual missing / not found by Help/F1

Dear Maintainer,

Ekiga's manual is not available. According to the man-page:

DOCUMENTATION
    More documentation is available in the manual available through Ekiga's
    Help menu.

It was also absent in wheezy's version, which was one of the reasons why I
installed the version in experimental.

Also: according to ekiga.org/documentation:

    Ekiga ships with a manual which is translated in nearly 20 languages.

But this manual is not found in /usr/share/ekiga. The README.Debian file
refers to the faq, the mailing list and an irc channel, which are no
substitutes for a manual. The wiki explicitly informs us:

User manual — Please do not update this section. Updating the Ekiga manual
distributed with the application is preferable.  

But the manual appears to be missing (and the one shown at the Wiki link
doesn't reflect the current situation; e.g., ekiga doesn't show a Tools menu
entry in either the wheezy or experimental distributions).
