If I remember correctly, this is known to be a missing accessibility feature
in Gnome-Shell 3.4 that was fixed in later versions. I can't remember whether
it was corrected for Gnome 3.6 or 3.8. I think there were changes made to Orca
as well.

My advice would be to wait until Gnome 3.8 enters unstable or testing, then
upgrade. Many accessibility improvements have been made since Gnome 3.4.
