Bug#663386: gdm3 ignores [greeter] Include/Exclude in file daemon.conf

The same behaviour is still found in release 3.4.1-9+b1 — the “Exclude”
option is ignored.

The GDM documentation for GDM versions 3.4, 3.8, and 3.10 all say:

    Exclude

    […]

    Set to a list of users to always exclude in the Face Browser. This
    value is set to a list of users separated by commas. Note that the
    setting in the custom.conf overrides the default value, so if you wish
    to add additional users to the list, then you need to set the value to
    the default value with additional users appended to the list.
