Bug#728912: gnome-tweak-tool: No Windows section

The Windows section has gone missing from gnome-tweak-tool on this PC. I
can't remember whether it's supposed to have a Power section, but it
currently doesn't have that either. It prints these messages at start-up:

The schemas are installed and I can access the settings with dconf-editor.
