gnome-control-center is the wrong package for this.
That said, libpwquality has a dependency on libcracklib which in turn
recommends cracklib-runtime.
My guess is you didn't install that recommends.
libpam-cracklib is not required.
I'm inclined to close this bug report.
(btw, there was no log attached)
