Bug#726574: Moving and resizing windows is hitching

Moving windows or resizing them with the mouse is not fluent and is very 
hitching just like if the computer was too slow to do it efficiently.

However, I deeply beleive that an AMD FX 4700 (4.2 GHz - 4 cores), with 
an Nvidia Geforce 560 Gtx (with or without nvidia drivers installed or 
running) computer can make windows to move fluently.

Default cpu consumption is about 15% when moving or resizing.
