Hi,
I'm guessing this bug belongs to either gdm3 or
gnome-settings-daemon, please reassign as necessary.
I'm not sure when this started, but GNOME no longer seems to load
Xmodmap changes, this applies both to ~/.Xmodmap and /etc/X11/Xmodmap
