Bug#745054: clutter-1.0: remove armel/armhf specific build dependencies

Dear Maintainer,

The control file of clutter-1.0, has the following:

   libgl1-mesa-dev (>= 7.1~rc3-1~) [!armel !armhf],

in both the source package section, as well as
libclutter-1.0-dev. However, in both places there is a Build-Depends
on libcogl-dev too, and libcogl-dev has itself a dependency on
libgl1-mesa-dev for all archs anyways. as such the specific treatment
done to armel/armhf in clutter is no longer required, and should be removed.

For example, looking at a clutter-1.0 buildlog [1], it's obivous that
libgl1-mesa-dev gets installed as build-dep.
