Bug#745392: gnome-tweak-tool: enabling 'Icons on Desktop' greys out the background

I'd love to hear a definitive answer on what is going on here. Is this
considered a bug, which will be fixed at some point, or a feature?

I also have a problem with the background settings app persistently
crashing. Is this part of the same problem, or is it independent? Is
that a known problem to be fixed?

Google searches say the fix for one or both of these problems is to
set gnome-tweak-tool to use the file manager to manage the background.
I can't find that option. Is it gone, or am I just not looking hard
enough?
