I can confirm the problem as well on an up-to-date Debian testing, also with a newly created user.
There are multiple kdeinit4 processes and killing the right one unfreezes the desktop startup and everything works normally.

What steps do I have to perform to get a helpful backtrace after installing the dpg package?
