Bug#740220: gnome-control-center: Background not set properly when desktop icons is true

Dear Maintainer,

This may be a nautilus bug rather than gnome-control-center.  Please
re-assign there if so.

When I toggle org.gnome.desktop.background:show-desktop-icons, when it
is set to true my desktop background changes from my current default
(solid black) to solid white.  Turning this setting back to false
restores the expected background.  This is recently changed behavior (in
the last few weeks).
