I just tested this again with cheese 3.10.1-1sid1, a USB webcam, a
laptop with an integrated webcam and a desktop without a webcam.

On both computers the USB webcam showed up in the preferences after
plugging in and was removed after removal.

On the desktop, plugging in the USB webcam while cheese was running
didn't give me an image until I restarted cheese.

On the laptop, plugging in the USB webcam while cheese was running let
me display video from the camera. Removing the USB webcam while it was
capturing video sometimes causes the phrase "There was an error playing
video from the webcam" to be shown and when that happens, cheese will
not show images from neither the USB webcam nor the integrated webcam
until I restart cheese then it works again.

Adjusting title to reflect the new buggyness.
