Bug#752569: gnome-control-center: Bump gsettings-desktop-schemas dependency to >= 3.12

Dear Maintainer,

Try to change time/date settings clicking the "Date & Time"
item from the Gnome Control Center using 3.12 or superior version.
It leads to a crash since it can't find the 
/share/glib-2.0/schemas/org.gnome.desktop.datetime.gschema.xml
schema file which is included in 3.12 and up.

Bumping the dependencies of the package to >= 3.12 to force the
upgrade of the package should be enough.

The exact way to reproduce the error and the output:
