Bug#742122: devhelp: Build using WebKit2

The old WebKit API is going to be deprecated soon, so applications
should at some point start to switch to the WebKit2 API.

devhelp has had webkit2 support for a while now, and it's enabled by
default, however in Debian it is explicitly disabled.

What's the reason for that? If there is any known problem we would like
to know in order to fix it upstream.
