Bug#741121: I can verify this occurs when "Icons on Desktop" is set as true

Using the Gnome Tweak Tool, if you set "Icons on Desktop" under the Desktop
settings to "on," this behavior occurs. Setting it to off allows the
background to reappear, though you can't have icons on the desktop.
