Bug#764577: update-manager-gnome: always complains ‘Downloading list of changes failed.’

Dear Maintainer,

I think it would be a good idea if people could see a summary of each package update
before they decide to install the update. Unfortunately this is never possible even though
there is an actual part of the screen titled ‘Description of update’ as this part never
shows any actual content except the error message.
