Bug#764948: get-orig-source broken for tarballs hosted on launchpad, https only

Package: gnome-pkg-tools
Version: 0.19.4
Severity: normal
File: /usr/share/gnome-pkg-tools/1/rules/lp-get-source.mk

The get-orig-source target, as e.g. used by the intltool package, no
longer works.
It seems launchpad does not allow http anymore and enforces https
nowadys.

lp-get-source.mk should be updated accordingly.
