I think a misunderstanding has occurred here.

My second DE is Enlightenment-19 and it has just a few apps of its own. So, I 
use GTK and mostly Qt4 apps with it but rarely Gnome ones if ever. For 
example, qpdfview is far better than evince, or Nemo than Nautilus, or 
SMPlayer than Totem, etc. As image viewer, I use (a hacked version of) 
LXImage-Qt. I've made GTK3 apps but never needed devhelp. There are nice text 
editors that can be used instead of gEdit (I use my own). All in all, these 
are personal preferences.

I thought may point was clear enough. If not, I explain it more:

If GTK3 forces CSD on non-Gnome apps that don't use it explicitly, that IS a 
bug in GTK3. But if ONLY Gnome apps get CSD, that could be seen as a bug in 
THEM (or in Gnome) and not in GTK3.

Now, Gnome developers could happily say they make Gnome apps just for Gnome 
(as they've said things more amusing than that) but they couldn't say that 
they make GTK3 only for Gnome because GTK3 is the GIMP ToolKit, not Gnome 
ToolKit (-> http://www.gtk.org/).
