Hello.

I'm not convinced it should be.  The reason is that the package works
fine without dblatex.  How about a Recommends or Suggests instead?  If
someone wants to produce PDFs with gtk-doc, they of course also need
dblatex installed.  However, in my experience, this is rare, since you
need to pass --enable-gtk-doc-pdf explicitly when you run ./configure
for gtk-doc to build the PDF.  Further, since this bug has been around
for several years, and few has +1'd the bug report, presumably few
people use the feature.  If more people had generated GTK-DOC PDFs they
would have run into the problem that gtkdoc-mkpdf did not work.  But
that's not the case, so I think should be Recommends at most.
