Reasons not to include some Gnome packages in Debian

Hi there !

I'm just wondering of something, as we're one month from the Freeze.
I noticed that some packages, as the "gnome-software" package is not
included in Debian. I keep an eye on Gnome's introduction in Debian and
this is something that i don't understand.
It seems to be a volunteer decision, isn't it ? If so, why
gnome-software is not included in Debian since it exists ? (from 3.10).
