Bug#762123: evince: completely impossible to use due to extremely slow scrolling

The problem he is describing is due to GNOME's zoom-scrolling "feature": if
you click the scrollbar and hold position for a set time interval,
scrolling occurs at a vastly slowed-down rate.

The workaround is to start dragging the scrollbar immediately upon clicking
